冰岛政府计划明年2月向议会提交禁止商业捕鲸的法案。如果法案获得通过，全球继续进行商业捕鲸的国家将仅剩日本和挪威。
根据10日公布的信息，该法案将包含“永久禁止商业捕鲸”的条款。
国际捕鲸委员会1986年开始实施商业捕鲸禁令。近年来，仅有冰岛、挪威、日本三国仍在从事商业捕鲸活动。
