10月16日，外交部发言人毛宁主持例行记者会。
毛宁表示，日本是二战战败国，是《不扩散核武器条约》无核武器缔约国，不能突破专守防卫政策，不能拥有核武器，这是国际法义务。在历史和法理问题上日本政客都需要补补课。
