9月22日，日本首相高市早苗在联合国大会的演讲中称《联合国宪章》中的“敌国条款”应被删除。“敌国条款”旨在防止二战的战败国再次发动侵略。9月2日，中国外交部发言人郭嘉昆回应相关问题时强调，重申“敌国条款”十分必要。
