国家税务总局发布2026年第20号文件《全国税务行政处罚裁量基准（2026年版）》，该新规于2026年11月1日正式实施。将社保正式纳入全国统一的税务处罚裁量范围，用人单位不缴或少缴社保费，责令限期缴纳后逾期仍不缴的，按欠缴金额罚1-3倍。
