11月3日，中国气象局召开2026年11月新闻发布会，发布10月全国天气气候特征、11月气候趋势预测及气象服务提示；发布基于气象的地球系统数据开放应用场景有关情况。国家气候中心副主任高荣表示，根据11月气候趋势预测，提醒公众防范低温霜冻和雨雪灾害。
